From today, Shaoxing has entered into forest fire prevention period in an all-round way. It’s of great importance for doing forest fire prevention work well and stopping the occurrence of forest fire in safeguarding the security of people’s life and property, protecting ecological environment, and pushing the construction of new socialist countryside.
Firstly, relevant departments should pay great importance to forest fire prevention and improve recognition on thoughts. Since entering into Autumn, Shaoxing has had constant droughts and fewer rains, flammable matters in forests has increased, and forest fire risks have been comparatively high. Meanwhile, the people in forest zones flow frequently, which brings certain fire risks. Plus weak infrastructure of forest fire prevention, there are fewer effective salvage measures, which seriously threaten forest safety and ecological environment. We must further improve the recognition on the importance of forest fire prevention, tangibly enhance organization and leadership, adopt practical and effective measures, strictly implement on-duty attendance system of forest fire prevention to ensure information smooth, take precautions scientifically, firmly seize work initiative, ensure no serious and big forest fires and no casualty of personnel, and try hard to minimize the loss of forest fires in a manner of highly responsible for the Party and People.
Secondly, relevant departments should implement strict management and take precautions scientifically. First, relevant departments should enhance early warning monitoring. Relevant departments should timely issue early warning grade of forest fire, assign personnel protecting forests, and fulfill patrol responsibility strictly. Relevant departments should accelerate the construction of early warning systems to implement all-round long-distance monitoring. Second, relevant departments should pay great importance to precautions before fire disasters, strengthen propagation and education, give prominence to important places, seize key taches, manage key groups, control wild fires, pay great importance to the construction of fire prevention belt, and eliminate hidden fire dangers from the roots. Third, relevant departments should implement contingency measures, perfect contingency schemes of forest fire prevention, enhance team building of forest fire fighting, equip necessary machines and facilities of fire fighting, unfold skill drilling of fire fighting and rescuing, and tangibly improve the capacity of forest fire fighting and rescuing. Fourth, relevant departments should strengthen organization and leadership, strengthen studying forest fire fighting cases, find weak taches, improve disposal capacity, standardize work procedures, live up to powerful leadership and smooth government orders, and constantly improve organization and leading level of fire fighting.
Thirdly, relevant departments should support and coordinate with one another, form a resultant force of work. Forest fire prevention work is a social systematic project with broad coverage, which needs joint participation of the whole society. First, relevant departments should fulfill fire prevention responsibilities, tangibly enhance organization and leadership, nail down work targets, break down tasks, sign responsibility level by level, and really fulfill forest fire prevention responsibilities. Second, relevant departments should enhance collaboration and cooperation. Each responsible unit of forest fire prevention should further nail down responsibility and fulfill tasks, especially the governing departments of forest should earnestly study the rules of forest fires and strengthen inspection and direction on grass-root works. Third, relevant departments should control fires by laws, strictly implement the Accountability System on Forest Fire Incidents of Shaoxing, and seriously punish those who result in forest fires and great losses for dereliction and breach of duties, or not fulfill responsibility systems on fire prevention by laws.
